Message from the President
April Meeting - County Budget Recommendations
The ACCF Revenues and Expenditures (R&E) Committee has been hard at work over the last two months putting together the proposed Civic Federation budget recommendations for FY 2007. At the April 4th meeting, delegates and alternates will have an opportunity to review and discuss the proposed package.
The proposed budget recommendations will be available on the Federation website: www.civfed.org as soon as they are completed. As in past years, a Special Rule will be offered for the debate.
The proposed Special Rule to be voted on at the beginning of the consideration of the Committee's report is as follows:
The Main Package - The main part of the budget recommendations consists of those recommendations that the Federation's R&E Committee has voted to include in the package. Once the special rule is adopted for the meeting, we will take a single vote to accept or reject these recommendations as a whole. If the "vote to accept" fails, we will consider each section separately.
Optional Items - There may also be items submitted for consideration which the R&E Committee believes that a vote of the whole membership is desirable. The members of the Committee have agreed to present those recommendations as options to be voted on by the whole membership, with an explanation of the associated increase in the tax rate ad average homeowner's taxes for the year.
Arlington's Tax Calendar - The Budget Public Hearing is scheduled for Tuesday, March 28th and the Tax Rates Public Hearing is scheduled for Thursday, March 30, 2006. Members can find a copy of the Manager's Proposed Budget for 2007 on the County website

Waiver of Sidewalk Requirements
The 1997 county pedestrian plan established the goal of installing sidewalks on at least one side of all streets. County staff and the NCAC have also implemented a policy of not installing curbs and gutters on streets unless sidewalks are put in at the same time. (Other improvements may also have been withheld, but that is not known at this point).
This policy has led to conflicts between residents and county staff in a number of neighborhoods and cases where neighborhoods have been denied other improvements because of unwillingness to accept sidewalks in certain locations.
As a result of one such conflict over sidewalk requirements, a Civic Federation delegate has requested that the Civic Association investigate this issue and prepare a resolution to be considered at the April meeting or other action.
In order to ensure that all points of view are considered, we have two requests for you as a Civic Association President:
1. If there have been conflicts in your association as a result of the sidewalk requirement, please provide us with a brief description. Please include the location (i.e., 9900 block of N. 99th St.), the nature of the issue and the outcome or current status.
2. Read over the draft resolution and waiver proposal on our web site and provide comments or suggestions. For example, is the resolution on the right track? Are there other waiver situations or should some of the cases be edited or dropped?

Resolution of Arlington County Civic Federation:
Real Estate Tax Rate for Second Collection
Adopted March 7, 2006
Whereas, the real estate tax collections during a County fiscal year (July 1 to June 30) are based on assessments made for two different calendar years, and
Whereas, the second real estate tax payment during the fiscal year (the June payment) is based upon an assessment value not known until January, halfway into the fiscal year, and
Whereas current procedures result in real estate revenues from the second payment being highly uncertain, which has resulted in unexpected surplus funds, or may result in revenue shortfalls in the last part of the fiscal year, therefore
Be it resolved, to simplify the budgeting process and provide greater transparency and accountability, the second real estate property tax (June) payment should generate no more revenue than required in the original adopted budget for that fiscal year.
