Church Parking Lot Ordinance
Arlington County is considering a new zoning ordinance governing the use of church and lodge parking lots for other parking uses. The issue has been under discussion for over a year and is to go to the Board for decision in February, 2006.
Martha Moore and Bill Gearhart made a short presentation to the Federation on January 3. Martha has prepared one of her incomparable English language explanations of the zoning issues. The Federation took a "straw poll" of delegates present. The straw poll includes many questions that frame the issues. After only minutes to peruse the poll most delegates checked off their neighborhood's preferences. Some preferred to consult back in the neighborhood, and a deadline of January 15th was established for them to get back to Martha with their votes. Here is Martha's summary of the voting:
About 50 delegates completed a straw poll taken at the ACCF Janurary 7th General meeting. There was wide support for making parking available via both the by-right and use permit provisions in proposed zoning ordinance amendment. However, delegates wanted: 1) more restrictions on the types of vehicles allowed; 2) the use permit to run with the specific use and not with the land; and 3) access to be by arterials if possible. Delegates also supported making the lots available for commuters, which was more liberal than the staff recommendation. Poll results are available on the civfed.org Web site and were made available to the County Board for the January 21st meeting when the Board will vote on the zoning ordinance amendment.
