Minutes - May 2, 2006 Membership Meeting
President Smaldore called the meeting to order at 7:30 pm.
1. The meeting began with the Pledge of Allegiance led by Paul Svercl of the Boulevard Manor Civic Association.
2. The agenda was approved as submitted.
3. Approval of Minutes. The minutes from the April 4, 2006 membership meeting were distributed and approved as submitted.
4. Treasurer's Report. Balances: Checking $1996.66 Savings $1083.14, Combined $3079.80, Reserved for 9-11 Scholarship Fund $802.00, Net Available $2277.80. US Postal Bulk Mail Account $116.70. Dues for the current fiscal year have been paid by 79 of 82 member organizations.
5. President Patrick Smaldore introduced the Virginia State Delegates:

Delegate Al Eisenberg, 47th District
Delegate Adam Ebbin, 49th District
Delegate David Englin, 45th District
After each representative made a brief presentation, the floor was opened for questions, many of which involved transportation, the Virginia budget process, and a proposed homestead exemption.
6. Bill Gearhart, Co-Chair of the Planning & Zoning Committee, introduced Michael Leventhal, Arlington County's Historic Preservation Coordinator, who spoke on the County's proposed Historic Preservation Plan. The plan is to be considered at a County Board meeting in September. Comments may be sent to Mr. Leventhal at mleven@arlingtonva.us
7. Unfinished Business
a. Airport Issues Committee Resolution - a discussion of the proposed resolution was held and the resolution passed with one negative vote. Subsequently, at the May ACCF Executive Committee Meeting, it was determined that the resolution had not been presented at the April meeting in accordance with the ACCF Standing Rules, so a reconfirmation vote will be held at the June meeting.
b. R&E Committee: R. Atkins resolution - withdrawn.
c. P&R/Transportation Committee: J. Wind resolution - withdrawn.
8. New Business, Announcements
a. John Shepherd of the Glencarlyn Civic Association reported on the status of the County's consideration of a modification to its sidewalk policy, an issue addressed in the CivFed's resolution of April 2006.
b. Burt Bostwick, Chair of the R&E Committee, gave a brief report on the County's budget actions following the CivFed's budget resolution and recommendations of April 2006.
c. Bill Gearhart introduced a resolution on the County's proposed Historic Preservation Plan, to be considered at a future membership meeting.
d. Kathryn Scruggs, Chair of the Housing Committee, introduced a resolution related to the preservation of affordable housing at Buckingham.
e. Bernie Berne, delegate from the Buckingham Community Civic Association, introduced a resolution to include Buckingham Villages 1, 2 and 3 as part of a Historic Preservation District.
The meeting adjourned at 10:10 PM.
